Release Notes: Version 0.4.0

The website is preparing for version 1.0. This will be the first public release (the website has been in beta for some time, but if Google release "beta" products, so can we). But we are not yet ready to jump to version 1.0, and until that time, we will be increase the minor versions as we have done.

Changes since the last release include:

• Upgrade to Drupal version 5.3
• Instituted the use of CAPTCHA within forms, such as the "contact us" form and the new user registration. So far, this has greatly reduced the amount of spam and machine made (bot) accounts.
• Rearrange content placement defaults. News will not automatically default to front page.
