Town of Truckee Annual Report for the Implementation of the Truckee River Water Quality Monitoring Plan, Water Year 2010

As a Small Municipal Separate Storm Sewer System (MS4), the Town of Truckee

(Town) must comply with the State’s general National Pollutant Discharge

Elimination System (NPDES) permit for stormwater discharges. In accordance with

these regulations, the Town has developed a Storm Water Management Program

(SWMP) which was required by the Lahontan Regional Water Quality Control Board

(Board) to include the development of a comprehensive water quality monitoring

plan. Additionally, a Total Maximum Daily Load (TMDL) has been adopted by the

Water Board to control sediment loading to the Middle Truckee River including

sections that pass through and receive stormwater runoff from the Town. The Truckee

River Water Quality Monitoring Plan (TRWQMP) (2NDNATURE, LLC, 2008) was

developed and Phase 1 is now being implemented.

The TRWQMP was developed by the Town and Placer County to provide both

entities with a comprehensive water quality monitoring plan consisting of a fifteen

year program that is intended to be implemented in three phases. The Town began

implementation of Phase 1 during the 2010 water year (October 1, 2009 through

September 30, 2010) (WY 2010) by performing the rapid assessment methodology

(RAM) to assess fine sediment distributions in stream channels, and community level

discrete sampling, to assess the water quality of stormwater runoff from targeted

community areas.

This report presents the monitoring activities that were performed during the 2010

water year and discusses their results.
