Placer County Final Annual Report for the Implementation of the Truckee River Water Quality Monitoring Plan, Water Year 2010

The County began the implementation of its portion of the Phase 1 components during the 2010 water year (October 1, 2009 through September 30, 2010). Phase 1 activities were limited by available funding to a set of select monitoring activities in the Bear, Squaw and Martis Creek watersheds. The activities performed during the first year included:

? Targeted rapid assessment methodology (RAM) to assess fine sediment distributions in stream channels, and

? Bioassessments to gauge stream health based on its benthic macroinvertebrate community.

Water quality sampling at the community (stormwater runoff) or tributary (in-stream receiving water) levels was not conducted during the 2010 water year because site selection and permitting activities needed to be completed as discussed later in this report. Additionally, a large amount of coordination and planning was conducted to integrate the water quality monitoring to be performed by Placer County with the monitoring currently being conducted by multiple outside entities in the Martis Creek Watershed. Through coordination with these entities and Lahontan, a revised monitoring plan was developed for the tributary level water quality monitoring in the Martis Creek Watershed. The revised program is documented in Appendix A. Several additional reports were also produced during this initial year to document the information that was developed in the course of the above activities including:

? Truckee River Water Quality Monitoring Plan Monitoring Site Selection Report

? Sampling and Analysis Plan (CDM, 2010d) to describe the initial management strategy and the specific monitoring activities to be implemented under Phase 1.

This report presents a summary of monitoring activities performed during the 2010 water year and discusses their results.
